The Board of Regents met in the Office of the President of the
University at 9 o'clock Saturday morning, December 20th, 1924.
Present:  Chairman Pratt, Mrs. Hood and Judge Talbot of the
Regents, President Clark and Comptroller Gorman.  Absent:  Mrs.
Williams and Mr. Williams.

The minutes of the meeting of November 30th were approved on
motion of Mr. Pratt by the following vote:

List No. 25, Regents Checks Nos. 4122 to 4132 inclusive, for the
net sum of $37,950.25, and List No. 25 State Claims Nos. 251 to
256 inclusive, for the net sum of $7,694.67 were approved, on
motion of Mrs. Hood, by the following vote:

On the recommendation of Director John A. Fulton of the Mackay
School of Mines, President Clark recommended the election of Mr.
B. F. Couch to be Secretary and Instructor in the Mackay School
of Mines at a salary of $2400 per year, salary and service to
begin January 1, 1925, the salary to be paid from funds coming
from Mr. Mackay.  Mrs. Hood moved the adoption of the President's
recommendation.  Vote:

    Mr. Pratt            Aye

On the recommendation of Professor Wilcox, President Clark rec-
ommended the election of Clyde D. Souter to be Lecturer in Busi-
ness Law for the coming semester.  The matter was laid over until
the next meeting of the Board, the President to make certain in-
quiries in the meantime.

Judge Talbot moved that the Regents pay the reduced amount of
$200.50 as shown to be due on actual and not estimated figures on
the claim of Coddington and Duncan, heating engineers, and that
Comptroller Gorman write to them to ascertain if that is satis-
factory and, if not, the Regents will consider paying an addi-
tional amount at the next meeting.  Vote:

President Clark told the Board of the gift by Dr. C. W. West
of Reno of his fine collection of Indian artifacts to the Uni-
versity Museum.  Judge Talbot moved that the Board of Regents
extend its expression of appreciation to Dr. West for the fine
collection of Indian artifacts which he has donated to the
University.  Vote:

President Clark told the Board of the prospect of obtaining a
library of some 5000 volumes as a memorial gift to the Univer-
sity.

Chairman Pratt then read the report of the Regents to the Gov-
ernor for the Biennial Report.  After discussion, Judge Talbot
moved that the Report as prepared by Chairman Pratt and modi-
fied by suggestions of the Regents, be accepted, promulgated
and published as the report of this Board of Regents.  Vote:

President Clark read two sections from his Biennial Report,
"Increased Scholarship Standards" and "Finances" and submitted
his University estimates for the biennium 1925-26, covering
budgets for general departmental accounts and for the Public
Service Divisions and covering statement of the University's
plan for use of the accumulating Permanent Construction Fund.

Judge Talbot moved that the President's report as prepared in-
cluding his Biennial Report and his University Budget estimates
for the coming two years and the Comptroller's report of receipts
and expenditures for 1923-24 be approved and included in the
Regents Biennial Report.  Vote:

Adjourned until January 5, 1925, when the organization meeting
will be held.
