The Board of Regents met in the Office of President Clark at 10
o'clock on Tuesday morning, November 1, 1921. All members of
the Board, President Clark and Comptroller Gorman were present.
The minutes of the meeting of September 30th were approved by
the following vote:

The President read a letter from Clarence H. Mackay and one from
W. A. Clark, Jr., following which he outlined the plan for a
perfect University plant.
Judge Curler asked Comptroller Gorman to explain to the other
members of the Board why it was necessary for him, as Chairman
of the Board, to sign 3 emergency checks, without formal action
of the Board. This done, Mr. North moved that List No. 11,
covering Checks 1078 to 1080 inclusive, for a total of $8,805.54,
already signed by Judge Curler, be approved and his action rati-
fied. Vote:

President Clark recommended that the Regents establish at this
University of Nevada an Engineering Experiment Station and that,
on recommendation of Dean Sibley, Professor Horace P. Boardman
be appointed Director and that Professors Stanley Palmer and
F. H. Sibley be the other members of the Executive staff. Mr.
North made the motion. Vote:

Mrs. Hood moved that List No. 12, covering Regents' Checks Nos.
1081 to 1088 inclusive, for an aggregate of $30,458.71, and
List No. 14, of State Claims Nos. 116 to 128 inclusive, for an
aggregate of $21,581.48, be approved. Vote:

Mr. North moved that on the recommendation of President Clark
the resignation of Miss Frances Gamwell as Stenographer for
the State Hygienic Laboratory and the Food and Drug Divisions,
effective beginning November 1, 1921, be approved. Vote:

President Clark recommended that, on the recommendation of Dr.
Alice L. Thompson and Commissioner Dinsmore, Miss Inez O'Connell
be elected Stenographer for the State Hygienic Laboratory and
the Food and Drug Division at a monthly salary of $75, beginning
November 1, 1921. Mr. Pratt made the motion. Vote:

At the request of Colonel Ryan, President Clark recommended
that the following men in the Military Department be given
Collegiate rank as follows:

Arthur T. Harrison Assistant to the Commandant of
Cadets

President Clark presented the resignation of Assistant Professor
C. R. Hill and recommended that it be accepted to be effective
September 1, 1921, as requested by Professor Hill. Mr. Pratt

President Clark read a letter from H. H. Dunn, Pacific Coast
News Representative, thanking him for an article on the Uni-
versity of Nevada and offering his chain of newspapers as
mediums for circulation of any University of Nevada publicity
items which the President might care to bring before the reading
public.
The President recommended the acceptance of the Fuel Oil Contract
arranged by Comptroller Gorman with the Standard Oil Company at
$1.50 per barrel. Mr. North made the motion. Vote:

President Clark turned over to the Regents for filing Miss
Somers' report on the inauguration of President Angell as 14th
President of Yale University this Summer, Miss Somers having
been the University's representative on this occasion.
No further business appearing, the Board adjourned to go down
to inspect the "Gorman Short Line".
