The Board of Regents met in the Office of President Clark at
10 o'clock on Friday, November 30th. Present: Vice Chairman
Talbot, Judge Brown and Mr. Williams. Absent: Chairman Pratt
and Mr. Wingfield.
On motion of Mr. Williams the minutes of the meetings of July
31, August 31, September 29 and October 31 were unanimously
approved.
On motion of Judge Brown List No. 24, State Claims Nos. 231 to
239 for the net sum of $14,988.39, and List No. 12, Regents
Checks Nos. 8148 to 8162 for the net sum of $49,832.65, were
approved by the following vote:

Judge Talbot moved that Comptroller Gorman and Judge Brown be
authorized to prepare an act to present to the forthcoming
Legislature which should place the bonds now in possession of
the State Treasurer and belonging to the 90,000 Acre Grant and
Contingent University Fund under the control of the Board of
Regents; and that these same men should also prepare for sub-
mission to the Legislature the act accepting for Nevada the
Capper-Ketcham Congressional Act which makes an additional
$20,000 available for use in our Agricultural Extension Division.

President Clark recommended the following advances in rank only:
William R. Blackler from Instructor to Assistant Professor
in Economics, Business and Sociology
Charles Rogers Hicks from Assistant Professor to Associate
Professor in History and Political Science
William I. Smyth from Instructor to Assistant Professor
in Metallurgy
Mr. Williams moved that the recommendation of the President in
the matter of rank advances for the above 3 men be approved.

President Clark reported his recent conference with Mr. Clarence
H. Mackay in re. the construction of the Mackay Science Hall to
be financed by Mr. Mackay and also Mr. Mackay's plan to increase
the bleacher seating capacity to more than double its present
size and to refurnishing and repairing equipment in the Training
Quarters. After some discussion regarding Mackay Science Hall,
Judge Brown introduced the following resolution, copy of which
was signed and forward to Mr. Mackay:
WHEREAS, President Clark has read to the Board Mr. Mackay's
telegram of October 24th and his confirming letter of Octo-
ber 25th in which Mr. Mackay offers to proceed forthwith
with the erection of Mackay Science Hall for Chemistry,
Physics and Mathematics, in accord with the plans and speci-
fications as drawn by Architect Fred De Longchamps,
RESOLVED, that the Board of Regents of this University of
Nevada at this time expresses its very great appreciation
of Mr. Mackay's offer, and, although the Board has not
received formal word from Mr. Mackay in this matter, the
Board desires to assure Mr. Mackay that they will be glad
to cooperate with him in the carrying out of his plans.

After some discussion it was informally agreed by all members
present that the next regular meeting of the Board, Thursday,
January 31, 1929, should be the organization meeting.
The date of the next Committee meeting was set for December 21,
1928.
