The Regents met in the Office of President Clark at 5:15 Tuesday
afternoon, September 30th.  Present:  Mrs. Hood, Judge Talbot,
Mr. Pratt, President Clark and Comptroller Gorman.

The minutes of September 3rd and 17th were, on motion of Mrs.
Hood, approved by the following vote:

List No. 22, State Claims Nos. 223 to 232 for the net sum of
$20,595.81, and List No. 22, Regents Checks Nos. 4083 to 4092
for the net sum of $40,303.23, were, on motion of Judge Talbot,
approved by the following vote:

    Mrs. Hood            Aye

On the recommendation of Colonel Ryan, President Clark recom-
mended that Captain Luther N. Johnson be given the academic rank
of Assistant Professor of Military Science and Tactics.  Mrs.
Hood made the motion.  Vote:

    Judge Talbot         Aye
    Mrs. Hood            Aye

President Clark recommended that the Board accede to the request
of Mr. Kent, leader of the University Band, that $50 a semester
for this University year be appropriated from University funds
to meet a like amount offered by the Associated Students for nec-
essary band supplies and equipment and that the entire $100 for
the year from University funds might be made immediately avail-
able to Mr. Kent.  Mrs. Hood moved the adoption of the Presi-
dent's recommendation.  Vote:

President Clark presented figures by Superintendent Lynch for
roadway and parking space foundation and earth and sand filler
to be used in the rear of Lincoln Hall and south of the colon-
nade, showing that the 5-inch foundation and earth and sand
filler over this entire surface would cost $1937.50.  Asphaltum
could later be used on this foundation and thus make a permanent
roadway and parking area available.  Brief discussion followed
and the matter was laid over until a special adjourned meeting
of the Board.

Chairman Pratt handed the Shell Oil contract to Comptroller
Gorman and Mr. Gorman was requested by Judge Talbot to have the
oil furnished by this company tested to see how it compared with
that furnished by the Standard Oil Company, which Mr. Gorman said
had already been tested by Mr. Dinsmore.

Chairman Pratt presented copies of his report covering his east-
ern trip to attend the convention of Governing Boards held in
Chicago last November, and read the recommendation contained
therein:

    I recommend that the University of Nevada accept membership
    in this Association.  The fee is $25 annually.

Judge Talbot moved that the University of Nevada join the Associ-
ation of Governing Boards of State Universities and Allied Insti-
tutions and that the Comptroller undertake the necessary formali-
ties.  Vote:

Chairman Pratt expressed his willingness to represent the Uni-
versity at the Fall meeting of this Association, whereupon Mrs.
Hood moved that the Chairman of the Board be sent to Chicago
as delegate to this Association at its November 1924 meeting,
his necessary expenses to be paid from University funds, and
that he may visit such other Universities as he may deem wise.
