                       REGENTS MEETING
                        June 27, 1931

The Board of Regents met in the Office of President Clark at
10:30 Saturday morning, June 27th.  Present:  Judge Brown, Mr.
Williams and Mr. Wingfield.  Absent:  Mr. Pratt and Dr. Olmsted.

On motion of Judge Brown the minutes of the May 9th meeting were
approved by the following vote:

It was informally agreed that President Clark should reply in the
negative to the letter of Mr. R. C. Stitser, President of the
Nevada State Press Association, of January 29, 1931, in which Mr.
Stitser urged that the Regents should take paid advertising at
least twice a year in each of the State papers.

List No. 6, State Claims Nos. 58 to 68 inclusive, for the net sum
of $24,040.49 and, List No. 19, Regents Checks Nos. 1072 to 1083
inclusive, for the net sum of $47,238.44, on motion of Mr. Wing-
field, were approved by the following vote:

President Clark recommended that the lease drawn between Director
Doten of the Nevada Experiment Station and the Reno Racing Asso-
ciation, whereby the Station leases 6 1/2 acres of its unused
farm land for a 2-year period to the Reno Racing Association for
car-parking purposes only at a yearly rental of $500 be approved
and signed by the Board of Regents.

Judge Brown moved the adoption of the President's recommendation.

President Clark read the Thank You letters from Mr. Irwin, Mrs.
Leonard and Mrs. Spann.

At the request of Professor Sutherland, President Clark recom-
mended that Milan J. Webster be advanced in rank from Instructor
to Assistant Professor of Economics, Business and Sociology, ef-
fective from date.

Mr. Williams moved the adoption of this recommendation.  Vote:

President Clark recommended the appointment of J. Claude Jones as
Acting Dean of Men during the leave of absence of Dr. Haseman.

Mr. Wingfield moved the adoption of this recommendation.  Vote:

President Clark recommended that Miss Thea C. Thompson be advanc-
ed in rank from Acting Librarian to Librarian, effective July
1st.

Mr. Williams moved the adoption of this recommendation.  Vote:

On recommendation of Dean Sibley, President Clark recommended the
election of John T. Ryan as Acting Superintendent of Shops and
Instructor in Shop Practice for the University year beginning in
August, 1931, to succeed Oscar T. Rocklund, deceased, at a salary
of $160 per month for 9 consecutive months beginning with the
month of September, 1931.

Mr. Wingfield moved the adoption of this recommendation.  Vote:

President Clark moved that Dean F. H. Sibley be granted a leave
of absence for 1 year, beginning July 1, 1931, without pay.  Dean
Sibley wishes to spend a year in a similar position in the Uni-
versity of Vermont.

Mr. Williams moved the adoption of this recommendation.  Vote:

On the recommendation of Dean Sibley, President Clark recommended
that:

    a.  Stanley Palmer be made Acting Dean of Engineering during
        Dean Sibley's leave;

    b.  Wayne W. Buerer be advanced from $1500 to $1600 a year
        beginning August 1, 1931;

    c.  Clark Amens be elected Instructor in Engineering for the
        University year beginning August 24, 1931 at a salary of
        $160 per month for the 9 consecutive months beginning
        September 1, 1931, his first payment being due October 1,
        1931.

    d.  Irving J. Sandorf be advanced from $2000 to $2100 effec-
        tive August 1, 1931, since he, too, will carry extra
        work during Dean Sibley's absence.

Mr. Wingfield moved the adoption of this recommendation as cover-
ed in a, b, c and d above.  Vote:

On the recommendation of Dr. Records, President Clark recommended
that (a) Jean Hughes, Clerk in the State Veterinary Control Serv-
ice, should go from $75 per month on a temporary basis to $125
per month on a permanent basis, effective June 1, 1931 and (b)
Verdie Fant should go from temporary to a permanent basis as
Laboratory Technician at $120 per month beginning September 1,
1931 for the balance of this year, automatically to advance to
$125 per month from and after January 1, 1932.

Mr. Williams moved the adoption of this recommendation as covered
in a and b above.  Vote:

Through Dean Mack President Clark presented the resignation of
Miss Irma Mae Wilson as Matron of Manzanita Hall and Supervisor
of the Dining Hall.

On motion of Mr. Williams, Miss Wilson's resignation was accepted
and President Clark and Dean Mack were authorized to employ her
successor at the same salary arrangement effective for Miss
Wilson.  Vote:

President Clark requested that he be authorized (a) to increase
the capital of the David Russell Loan Fund from $5000 to $6000,
beginning with the next University year and (b) that from the
first of August, 1931 he and Comptroller Gorman create a mora-
torium of the principal only of loans which matured prior to
August, 1929, supplementing it with such additional sum from the
Davis Russell Fund as may be necessary.

Judge Brown moved that the desired authority be granted in regard
to the handling of the David Russell Loan Fund as covered in a
and b above.  Vote:
