The Board of Regents met in the Office of the President at 10
o'clock Tuesday, May 31, 1921.  There were present Regents Pratt,
Talbot and North, President Clark and Comptroller Gorman.

On motion of Judge Talbot List No. 5, covering Checks Nos. 1032
to 1044 inclusive, for a total of $32,678.32, and List No. 8,
covering State Claims Nos. 58 to 69 inclusive, for a total of
$16,767.68, were approved by the following vote:

On motion of Regent North the minutes of the May 17th meeting
were approved.  Vote:

    Mr. Pratt            Aye
    Mr. North            Aye
    Judge Talbot         Aye

On motion of Regent North, the action of President Clark in
withholding the name of Thressa Haughney from the list of one-
year Normal graduates on Commencement Day, at the suggestion
and desire of Dean Hall and Miss Lewers until certain work in
the Art Department could be cleared by Miss Haughney, was
approved.  Vote:

    Mr. Pratt            Aye
    Mr. North            Aye
    Judge Talbot         Aye

President Clark recommended that the contract for building a
small transformer house near the Federal Mining Experiment
Station building be let to Contractor Fowler at the estimated
price cost of $260 plus 10% for supervision.  This building is
a necessity as the Fire Chief will not permit the transformers
to be installed in the building.  Vote:

    Mr. North            Aye
    Judge Talbot         Aye

President Clark read correspondence re. the Western Pacific spur
and the petition to the Mayor and City Council asking for per-
manent franchise across Highland Avenue, authorized by the Board
at its last meeting.

A general discussion regarding the Directorship of the State
Hygienic Laboratory was had.

President Clark submitted to cooperative agreement between the
U. S. Bureau of Mines and the University of Nevada for the fiscal
year beginning July 1, 1921.  This agreement requires from the
University the signatures of the President, the Director of the
Mackay School of Mines and the Chairman of the Board of Regents.
These 3 signatures were authorized by the following vote:

Judge Talbot asked about his traveling expenses when he is absent
from Reno and is called in to Board meetings.  Mr. Gorman ex-
plained the custom that a Regent is entitled to reimbursement for
necessary traveling expenses to attend a meeting of the Board
when away from Reno but within the State of Nevada and that, if
outside the State, he is entitled to such part of these expenses
as would not exceed his actual expense of traveling from his
regular Nevada residence to Reno.  The Judge will submit his
expense account in the future.
