A special meeting of the Board of Regents was held at their
Office in the Dormitory building on Wednesday May 15, 1895, at
1 P.M., present: W. E. F. Deal, H. S. Starrett and H. L. Fish.
The meeting was called to order by the President of the Board.
The Secretary of the Board read the notice as published in
relation to bids for the erection of a Boys Dormitory building.
On motion W. E. F. Deal seconded by H. S. Starrett, the Board
proceeded to open and read the bids for construction of a Boys
Dormitory building as follows:

It appearing to the Board that the bid of F. M. Schadler is the
lowest bid but is not in accordance with the proposals of the
Board and that he did not take into account the granite work
required by the plans and specifications in making his bid, he
asked for leave to withdraw the same. His bid is rejected and
allowed to be withdrawn.
On motion of W. E. F. Deal, seconded by J. S. Starrett, the bid
of Richard Ryland for $18,990.00 being the lowest and best bid,
that it be accepted, which was carried unanimously, the building
to be completed by December, 1895. Contractor to execute a bond
in the sum of $10,000.00 with two approved securities qualifying
for $5000 each. Conditioned for the performance of the contract
payments to be made as follows:
$5000.00 when completed to first floor.
$5000.00 when completed to second floor.
$5000.00 when completed to and roof on balance.
$3990.00 when the building is completed and all claims
for material and labor is shown to be paid and vouchers
exhibited for the same to the Board of Regents.
The President was authorized to pay the Architects for full and
complete plans and specifications for the Girls Dormitory build-
ing, Two Hundred and Fifty Dollars.
On motion of Regent Deal, Mr. Fish was authorized to purchase
the cement for the Boys Dormitory building.
On motion of Regent Deal, seconded by Regent Starrett, the
President of the Board was authorized to purchase such material
as necessary for sewer work and plumbing for the Boys Dormitory.
Mr. Fred L. Gould appeared before the Board with a plan for
laying out streets and grounds west of the Campus which was laid
over for examination.
No further business appearing, the Board adjourned to meet
June 5, 1895.
