A special meeting of the Board of Regents was called to take for-

mal action in relation to the establishment of an Agricultural

Experiment Station in connection with the State University, and

in relation to the receipt, safekeeping and disbursement of any

moneys heretofore or hereafter appropriated to this State for the

purpose of establishing and maintaining such Agricultural Exper-

iment Station, and to attend to all matters properly connected

with the foregoing objects.



Present:  H. G. Davis, Lieutenant and Acting Governor, Governor

          Stevenson being absent and out of this State, John

          M. Dormer, Secretary of State, and W. C. Dovey,

          Superintendent of Public Instruction.

On motion of Regent Dovey, the following preamble and resolu-

tions were adopted by unanimous vote of the full Board:



     WHEREAS, this Board has heretofore not needed nor had

     any Treasurer; and



     WHEREAS, under the provisions of the Act of Congress,

     written "An Act to Establish Experimental Agricultural

     Stations in Connection with the Colleges Established in the

     Several States under the Provisions of an Act Approved July

     2, 1862, and the Acts Supplementary Thereto", approved March

     2, 1877, it has become necessary that this Board have a

     Treasurer, therefore be it,



     RESOLVED, that Hon. George Tuffy, now State Treasurer

     of the State of Nevada, whose post office address is

     Carson City, Nevada, and is hereby appointed as such

     from this time until otherwise ordered by this Board

     or provided by law.  Be it,



     RESOLVED FURTHER, that the duties of said Treasurer of

     this Board shall be as follows:



     1.  To receive all moneys donated to the State of Nevada

         by the Act of Congress above quoted; and to give proper

         receipts therefor to the Secretary of the Treasury of

         the United States, or other Officer or person from whom

         he shall receive said moneys.



     2.  To safely keep all moneys which he shall receive by

         virtue of the first of these resolutions.



     3.  To pay out any moneys, as aforesaid received by him,

         on the warrants of this Board, signed by the Chairman

         and attested to by the Secretary, and



     4.  To give to the Board a written statement when requested

         of the amount of such moneys received by him, the amount

         paid out and the amount on hand.

     Executive Department:



          I, H. G. Davis, Lieutenant and Acting Governor of the

     State of Nevada, do hereby certify that the Legislature of

     said State adjourned sine die on the 3rd day of March 1887;

     that it has not since that time been in session; and that

     the next regular session thereof will not occur until the

     first Monday in January 1889; and I do hereby further

     certify that the State of Nevada has accepted, and hereby

     does accept the grant made to it by Act of Congress

     entitled "An Act to Establish Agricultural Experiment

     Stations in Connection with the Colleges Established in

     the Several States under the Provisions of an Act Approved

     July 2, 1862 and of the Acts Supplementary Thereto",

     approved March 2, 1887; and said acceptance is made by

     and for and on behalf of said State, under and pursuant

     to the provisions of Section nine of said Act of Congress

     of March 2, 1887; and said granted moneys are hereby

     assigned to the State University of Nevada to be by this

     Board of Regents thereof used for the purposes designated

     in said Act of Congress of March 2, 1887, and for no other

     purpose whatsoever; said State University being the insti-

     tution, and the only one which has received, and is receiv-

     ing the benefits of the Land Grant Act of July 2, 1862.



          In minutes whereof I have hereunto set my hand and

     caused to be affixed the Great Seal of the State of Nevada.

     Done at Carson City, Nevada this 25th day of February, 1888.

     The Governor of this State is now out of, and absent from,

     this State; and under the provisions of the Constitution of

     the State of Nevada, Section 18 of Article V, the Lieutenant

     Governor of the State is authorized, empowered, and required

     to discharge all duties of the Governor during the absence

     of the Governor from the State.

          I, John M. Dormer, Secretary of State of the State of

     Nevada, do hereby certify that the Hon. George Tuffy, whose

     postal address is Carson City, Nevada, is the legally

     chosen, qualified and acting Treasurer of said Board of

     Regents, and now continues to be and act as such; and I

     further certify that said Board of Regents had not yet been

     provided with an Official Seal, and that in the attestation

     thereof the Great Seal of the State of Nevada is for that

     purpose used.



          Witnessed my hand and the Great Seal of the State of

     Nevada, this 25th Day of February, 1888.
