EXECUTIVE COMMITTEE MEETING
February 24, 1940
The Executive Committee of the Board of Regents met at 10:30
o'clock Saturday morning, February 24, 1940, all members and Dr.
Hartman being present.
President Hartman made the following recommendations concerning
certain staff members:
a. That the leave of absence of Assistant Professor Everett W.
Harris be continued for 1940-41.
b. That Dr. E. P. Vance be continued as Instructor in Mathe-
matics for 1940-41 with salary increase from $1700 to $1800.
c. That W. G. Palm be continued as Instructor in Mathematics at
present pay for year 1940-41.
d. That Miss Margaret Jensen be continued as Assistant in Mathe-
matics for the year 1940-41 at present rate of pay.
e. That Dr. Wood be given authority to secure a new Instructor
in Mathematics for 1940-41 at $1700 if he has his Ph. D. by
August, or at $1600 if he has not then his doctorate - when
and if Miss Ross resigns.

f. That the President be granted authority to employ two addi-
tional Instructors, one in English and Journalism and the
other in Agriculture for the year 1940-41 at not to exceed
$1800 each.
g. That Michael J. Mc Cormick, Sergeant, U. S. A., be granted
the academic rank of Instructor in Military Science and
Tacitcs, effective August 1, 1939.
h. That William O. Holmes, Assistant in English, be advanced to
Instructor in English at $1350 for the coming academic year.
i. That J. Raymond Butterworth, Assistant in English, be ad-
vanced to Instructor in English at $1500 for the coming
academic year.
Chairman Ross moved that the above recommendations be approved.

Mr. Gorman presented a brief report. Mrs. Wardin moved that his
recommendation that William Pohl, who is still ill, be carried on
the payroll at full pay until June 30, 1940, since his fellow-
workers, supplemented by WPA workers, are taking care of his
duties without cost to the University, be approved. Vote:

On motion of Mr. Ross, Regents Check No. 9098 in favor of the
University Revolving Fund for the net sum of $5,986.59 was order-
ed signed. Vote:

President Hartman recommended that the proposal of February 20,
1940 of Mr. and Mrs. Ernest Cassinelli that they shall pay $450
March 1 and $100 per month thereafter as rental for the Univer-
sity Farm in accord with a plan worked out by Comptroller Gorman
and Dean Stewart be accepted.
Judge Brown moved that the Cassinelli proposal be accepted.

Dr. Hartman recommended that the following semestral fees be
assessed beginning with August, 1940:
That a general library fee of 50 cents be assessed all
enrolled students and visitors;
That every person enrolled for 5 or less semestral hours
shall pay a fee of $2 per credit hour;
That every person enrolled as a casual or a regular visitor
shall be assessed a fee of $1 per course credit hour.
Mr. Ross moved the adoption of the above recommendation. Vote:

Dr. Hartman moved that a compulsory Health Service Fee of $6 per
semester be charged all students in accord with the recommenda-
tion of Dr. Frandsen's Health Committee in his letters of Decem-
ber 9, 1939 and January 9, 1940.
Mrs. Wardin moved that this recommendation be adopted. Vote:

Dr. Hartman recommended that Dr. Billings and Dr. Lowrance be
both advanced in rank from Instructor to Assistant Professor.
Judge Brown moved that the recommendation be adopted. Carried
unanimously.
The above actions are to be brought before the Regents at the
next meeting for Board action.
