The Regents met in the Office of President Clark at 10 o'clock
on January 31, 1924.  Present:  Mrs. Hood, Mrs. Williams and
Judge Talbot.  Absent:  Chairman Pratt, who was ill, and Regent
Williams.

List No. 14, State Claims Nos. 141 to 153 for the net sum of
$21,116.76, and List No. 14, Regents' Checks Nos. 4000 to 4008
for the net sum of $32,967.54, were approved on motion of Mrs.
Williams, by the following vote:

The minutes of the December 31, 1923 meeting of the Board were
approved, on motion of Judge Talbot, by the following vote:

President Clark recommended that in accord with the general prac-
tice the Regents purchase, from the Artemisia Business Manager
at the regular price of $3 per copy, 100 copies of the 1924
Artemisia, having in mind the promise of the Artemisia staff
that the book should be censored as to jokes by A. E. Hill.
The motion was made by Mrs. Williams.  Vote:

The question of appeal to the Supreme Court of the decision of
the Attorney General re. the securities of the 90,000 Acre Grant
Fund is to be brought before the Regents for final decision at
the February meeting, when it is hoped that a full Board may be
present and when Comptroller Gorman will be ready to report
further negotiations.

On motion of Mrs. Hood, the recommendation of President Clark
that the students listed below should receive the indicated
degrees as they had completed the work of their several courses
and had been approved for graduation, was approved by the follow-
ing vote:

On motion of Judge Talbot, the Board left to the discretion of
President Clark the matter of arranging with an engrosser to have
a University "Gold Star" page in the Book of the Oath, contain-
ing if possible a service flag in color as part of the decora-
tion, that the service of those University of Nevada men who
gave their lives in the World War may be commemorated in this
service book.  Vote:

On motion of Mrs. Williams, the recommendation of President
Clark that any persons who have been bona fide residents of the
State of Nevada for a year or more next preceding their applica-
tion to be enrolled, may be privileged to enroll as "Visitors"
in not to exceed two University courses in any one semester with-
out payment of any fees, registration, students, laboratory or
other was adopted.  Vote:

President Clark read to the Board a letter from the Commissioner
of Education of the State of New York, Augustus S. Downing, to
the effect that their Board had accepted for New York teachers'
temporary certification all holders of B. A. and B. S. degrees
of this University of Nevada.

Adjourned to meet February 29th, 1924, the Secretary to send
the usual notifying announcement.
