The Board of Regents met in the Office of the President at 10
o'clock Tuesday, January 21, 1922. Regent Pratt was absent.
All other members of the Board, Comptroller Gorman and President
Clark were present.
The minutes of the meetings of December 31, January 14 and
January 28 were, upon motion by Regent North, approved. Vote:

President Clark recommended that degrees and diplomas as indicat-
ed be granted the following students, who completed their work
in December, 1921:

On motion of Regent North, List No. 1, covering Regents Checks
Nos. 2000 to 2006 inclusive, for the net sum of $31,391.34, and
List No. 18, State Claims Nos. 157 to 168 inclusive, for the net
sum of $25,109.71, were approved. Vote:

At the request of Professor Boardman, President Clark recommended
to fill the vacancy caused by the resignation of C. R. Hill, the
election of Frederick L. Bixby to be Associate Professor of Civil
Engineering at a salary of $2650 on University funds and $600 to
come from the Federal funds of the Experiment Station, making a
total salary of $3250 for the combined service in Civil Engineer-
ing and in the Experiment Station, both service and pay to take
effect July 1, 1922. Mr. North made the motion. Vote:

President Clark recommended the following list for advances as
indicated, said advances to be effective from February 1, 1922:

The President's recommendation included an advance in rank from
Associate to full Professor in the case of Mr. A. E. Turner.
Mrs. Hood made the motion on the first 12 names and Mr. North
on Professor Sears' advance. Vote:

President Clark recommended the election of Dr. Henry Albert to
be Director of the State Hygienic Laboratory at a salary of $4500
per year, effective July 1, 1922, with the definite understand-
ing that from and after that date any paid service rendered
through the State Hygienic Laboratory and the members of its
staff to the physicians or other residents of the State shall
be turned in to the Comptroller as fees to be used as part of
the budget fund of the State Hygienic Laboratory. Mr. North
made the motion. Vote:
