The Board of Regents met at 2 o'clock P.M., Thursday, January 9,
1908, all members of the Board and President Stubbs being pres-
ent.
Bids for grading the quadrangle at the University Campus were
opened at 2:30 P.M. as follows:

D. E. Rodgers & A. De Witt Welty 3000.00
W. A. Riffy & Henry Russell 8994.33
W. H. Blalock & Frank K. Hill 7840.00
S. Lund 2985.00
On motion of Regent Lewers, seconded by Regent Souchereau, con-
tract for grading the Campus was awarded to Rodgers and Welty
for $3000, provided they have figured the yardage correctly;
if not, the President of the University is authorized to award
the contract to the next best bidder.
The contractor is to furnish a bond for One Thousand dollars for
the faithful performance of the work.
The report of President Stubbs was received and ordered recorded
in the minutes.

Gentlemen:
I have the honor to make the following report:
1. On the 20th of December, Mr. George H. Taylor, Secretary of
the Board of Regents, gave the following notice for bids for
the improvement of the quadrangle, the expense of which is
to be defrayed by Mr. Clarence H. Mackay, to three of our
newspapers:
Proposal for Bids for Grading the Quadrangle at the
University of Nevada
The University of Nevada will receive bids for grading the
quadrangle according to the plans and specifications on
Thursday, January 9, 1908, at 2 o'clock P.M. in the Regents
Room at the University. The plans and specifications can be
seen at the Office of the President of the University on and
after 11 o'clock A.M., Thursday, January 2, 1908. The Uni-
versity reserves the right to reject any and all bids.

2. The Heating Plant was put in partial operation on yesterday,
January 8th. So far as it has been tested, it seems to work
satisfactorily. The final test of this Plant for acceptance
will take place next Tuesday, the 14th, in the presence of
the architect, the heating engineer, and the members of the
Board of Regents. The acceptance of the work under contract
by the Nevada Hardware & Supply Company will depend upon the
report of the heating engineer and Messers. Bliss and Faville
to the Board of Regents.
3. I have been dissatisfied for a number of years with the char-
acter of the janitor work which we have had and still have
at the University. This does not imply any censure of the
student janitors employed, for the reason that, with rare
exceptions, a student janitor cannot do the work as we want
it done. Now we have the Heating Plant and I expect to sub-
mit a plan to the Board of which the buildings that are heat-
ed from this Plant shall be put under the care of some good
janitor, giving all of his time to this work and keeping the
buildings and everything about them in neat order.
4. I submit to the Board a communication from Charles H. Van
Heis, President of the National Association of State Univer-
sities, in which he calls a special meeting of this Associa-
tion in Chicago on the 22nd of January for the purpose of
listening to President Pritchett of the Carnegie Foundation
for the Advancement of Teaching and to endeavor to affect
some arrangement by which the State Universities shall be-
come participants in the benefits of this Foundation. There
is no more important subject for the Professors of this Uni-
versity than this one. Men and women are content to do the
best work on moderate salaries, provided, they are assured
that when they reach the age for retirement, or are broken
down in health and must retire at an earlier time, that they
will receive a pension that will support them, and those
dependent upon them, during their latter years. This Foun-
dation was established by Mr. Carnegie for the express pur-
pose of providing such retiring pensions, and he did not
include and he did not exclude State Universities from these
benefits. For some time the Trustees of this Foundation have
had the matter under consideration and seemed to think that
the States should make provision for their aged or ill Pro-
fessors. The Regents know that in this State there can be
no such provision under our Law. I wish the Regents to give
me leave of absence to attend this meeting.
5. I have given notice to all the members of the Academic Coun-
cil that I will allow no requisitions except for supplies
necessary to do the work of their Departments for the months
of January, February and March.
6. I will present my bill on the State for expenses to New York
and return, as soon as I have consulted the Attorney General
and the Governor and ascertained what portion of my bill
they will allow.
7. The following are the claims on the State Fund to which I
have certified for the month ending December 31, 1907, and
also the claims against the Agricultural & Mechanical Fund
for the month ending December 31, 1907.

Upon motion of Regent Sunderlund, seconded by Regent Henderson,
President Stubbs was granted a leave of absence to attend the
meeting of the National Association of Universities to be held
at Chicago on January 22, 1908, his expenses to be paid from Uni-
versity Funds.
Minutes of November 1, 1907 and special meeting of December 17,
1907 were read and approved.
The Secretary of the Board was authorized to place Twenty Thou-
sand dollars insurance on the Mackay building in the name of the
Board of Regents of the University, and Mr. Clarence H. Mackay
jointly, the amount to be divided among insurance agents now
having insurance on University property.
