                       REGENTS MEETING
                      October 23, 1930

The Board of Regents met in the Office of President Clark at 10
o'clock on Thursday morning, October 23, 1930.  All members, ex-
cept Judge Talbot, were present.

The minutes of the Board meeting of May 10th, the last regular
meeting of the Board to date, were approved by the following
vote:

The following 8 matters, acted on informally by Judge Brown and
Mr. Williams on August 30th, were, on motion of Mr. Wingfield
approved by the following vote:

1.  Comptroller Gorman asked authority to have a new stack in-
    stalled for the heating plant and submitted bids which he
    had secured.

    Mr. Williams moved that Comptroller Gorman be authorized to
    go ahead with the installation of the new stack at the low-
    est possible figure with understanding that it should not
    exceed $2000 and that the cost should be met from the Per-
    manent Construction Fund.

2.  Mr. Gorman presented fuel oil bids and these were opened by
    Chairman Brown.  The rates quoted follow:

        Associated Oil Company   $1.643 per bbl. (frt. included)
        Richfield Oil Company    $1.575 per bbl. (frt. included)
        Union Oil Company        $1.643 per bbl. (frt. included)
        Standard Oil Company     $1.643 per bbl. (frt. included)

    Mr. Williams moved that the Board execute a contract with the
    Richfield Oil Company, provided they are willing to execute
    the contract at $1.575 per bbl. at Bakersfield when they
    learn that our maximum is 4000 bbls. per year and not 4000
    bbls. per month, as stated, and, if they are unwilling to ex-
    ecute the contract, then the contract should be executed with
    the Associated Oil Company, in accord with the usual rotation
    practices of the Board.

3.  President Clark presented the resignation of Miss Mae Wisener
    who was married this Summer, and, on the recommendation of
    Dean Mack, recommended the election of Miss Irma Mae Wilson,
    B. S. in H. Ec., O. A. C. 1930, to be Matron of Manzanita
    Hall and Supervisor of the Dining Hall, Miss Wisener's resig-
    nation and Miss Wilson's election both to be effective August
    1, 1930, with understanding that Miss Wilson should begin her
    service at a salary rate of $1100 per year and covers, in ad-
    dition to the above service during the University year August
    to May, similar service during the 6-week Summer Session, be-
    ginning around about the middle of June.

    Mr. Williams moved the acceptance of Miss Wisener's resigna-
    tion and the election of Miss Wilson in accord with the Pres-
    ident's recommendations as set forth in detail above.

4.  President Clark recommended the re-election of Loretta Rose
    Miller, Instructor in Biology, at the request of Dr. Frandsen
    for the University year 1930-31 at the customary minimum
    salary increase of $100 for the final year following a suc-
    cessful probational year.

    Mr. Williams moved the re-election of Miss Miller at the in-
    creased salary as recommended by the President.

5.  Precious D. P. Nash, B. A., Nevada, 1930, was, at the request
    of Librarian Thompson, recommended by President Clark to be
    Library Loan Desk Assistant, vice Martha Edgar, resigned, at
    $100 per month, salary and service to begin September 2,
    1930.

    Mr. Williams moved the adoption of this recommendation.

6.  President Clark recommended a $200 increase for Mae Bernas-
    coni Simas for 1 year only.  Mrs. Simas has served as In-
    structor in Physical Education for Women for 2 years without
    salary advance and during the last of these years she acted
    as Head of the Department during Miss Sameth's leave of ab-
    sence.

    Mr. Williams moved the adoption of the above recommendation.

7.  On the recommendations of Miss Lautenschlager, President
    Clark recommended the election of Warren Chester Eveland as
    Technician in the State Hygienic Laboratory from October 1,
    1930 vice Mrs. Russell resigned, at a salary of $125 per
    month.

    Mr. Williams moved the adoption of the above recommendation.

8.  On recommendation of Dr. Frandsen, Chairman of the University
    Hospital Association, President Clark recommended that Dwight
    L. Hood, M. D., be elected College Physician for the year
    1930-31 at a salary of $100 per month for the 9 consecutive
    months beginning September 1, 1930, said $900 to be covered
    from Hospital Association Funds.

    Mr. Williams moved the adoption of the above recommendation.

President Clark recommended the following advances in rank:

    Elsie Sameth, from Associate Professor to full Professor of
        Physical Education for Women
    A. L. Higginbotham, from Associate Professor to full Profes-
        sor of English
    Paul A. Harwood, from Assistant Professor to full Professor
        of English

These last 2 advances are also recommended by the Head of the
Department of English, Professor Hill, and all 3 are to be ef-
fective from date.

Mr. Wingfield moved that the President's recommendation be ap-
proved.  Vote:

President Clark recommended that Miss Vera Lautenschlager's sal-
ary be advanced from $200 to $225 per month from July 1, 1930 as
provided in the budget.

Mr. Williams moved the advance of Miss Lautenschlager's salary
be approved.  Vote:

On recommendation of Comptroller Gorman, President Clark recom-
mended that Mrs. Metcalf be granted a salary advance from $140
to $155 per month and that Miss Alice Terry be granted an advance
from $135 to $145 per month from Station Funds, effective from
and after July 1, 1930.

Mr. Wingfield moved the approval of the above recommendation.

On recommendation of Director Doten, President Clark, recommended
the following salary advances, effective from July 1, 1930 from
the Purnell Fund:

    F. B. Headley, from $3900 to $4200
    V. E. Spencer, from $3300 to $3450
    Grant Smith, from $2400 to $2550
    Chester A. Brennan, from $3750 to $3900
    Curz Venstrom, From $2100 to $2200

Mr. Wingfield moved the adoption of the President's recommenda-
tion for the above 5 salary increases.  Vote:

At the request of Director Creel, President Clark recommended
that Professor V. E. Scott be granted a leave of absence from
his College of Agriculture service to be in full time service
with the University Extension from September 1, 1930 to June 30,
1931, with understanding that his full salary for this time
shall be paid from University Extension Funds and, further, that
if funds permit, Director Creel will be responsible from his
funds for the payments of Mr. Scott's full salary for the months
of July and August, 1931 also; otherwise, the usual University-
Extension Fund arrangement will again be effective for Mr. Scott
from July 1, 1931.

Mr. Williams moved that in accord with the President's recommen-
dation, Professor Scott be loaned to the Extension Department
from September 1, 1930 to June 30, 1931 with understanding that
he be continued under this new arrangement for the 2 additional
months of July and August, 1931, if Mr. Creel's funds make this
possible.  Vote:

On the recommendation of Dean Sibley, President Clark recommended
that Arthur Gay be granted a leave of absence without pay from
October 1, 1930 to August 1, 1931 but with understanding that if
it seems probable that he is not to return to the University at
the expiration of his leave, he should so advise Dean Sibley by
March 1, 1931.

Mr. Wingfield moved that the above recommendation be approved.

On the recommendation of Dean Sibley, President Clark recommended
that Clark Amens be elected Instructor in Engineering for the 8
months beginning October 1, 1930 and ending May 31, 1931, at a
salary of $150 per month.

Mr. Pratt moved the adoption of the above recommendation.  Vote:

President Clark submitted Mr. Wingfield's letter and its enclo-
sure of a letter to him from Tom Ramsay.

On motion of Mr. Wingfield, the November 30th meeting was post-
poned to December 20th.  Vote:
